Evaluation on Sustainable Development of Coal-resource Cities

This paper, selecting 27 respective coal-based cities panel data during 2004-2013 as sample, measures eco-efficiency index, environmental efficiency index and resource efficiency index by super DEA modal. The eco-efficiency index can reflect the status of sustainable development. Environmental protection and efficient use of resources as two aspects of sustainable development can be reflected in environmental efficiency and resource efficiency. On the basis of this, the panel date model is established. The modal taking resource recovery rate, production technology, utilization of foreign capital, coal production, R&D intensity, industrial structure and city type as independent variables, empirically tests independent variables' influence on resource-based cities' eco-efficiency as well as other two important factors, resource and environmental efficiency, which shows the factors that influence the sustainable development of coal-based cities. Finally, some suggestions are put forward.
