摘要
Support the development of medium, small and micro en! terprise is the most important priority of economic policy of the Chinese leadership in the period of the 13th five-year plan (2016-2020) amid the relative slowdown in economic growth under the pressure of external challenges and internal constraints, and since the end of 2019 under the conditions of the outbreak of epidemic COVID-2019 on the socio-economic development of the country. The 4th national economic census, conducted in 2019, played a significant role in identifying the status, economic potential, regional location, problems and prospects for the development of private enterprise structures with a focus on small and medium-sized businesses. One of the main places in the census is devoted to the analysis of the current state of private and individual enterprises, which make up the vast majority in the secondary and tertiary sectors of the economy - the objects of the census. As a separate subject of research, medium-sized, small and microenterprises that have the status of a legal entity, as well as individual farms registered as physical entities, are identified. It shows their priority importance in ensuring high-quality and sustainable development of the country, expanding employment channels, improving the material well-being of citizens at the final stage of the 13th five-year plan and building a medium-income society "xiaokang". In 2020, China intends to step up its efforts to support medium-sized, small and micro businesses that have been most affected by the pandemic COVID-2019 by introducing additional short-and long-term financial and tax preferences, and taking a range of other urgent measures to help them overcome difficulties and restore full production.
