In flood time, reservoir operators must determine the release discharge with consideration of both water conservation and flood control. It is necessary to present the rational basis on the determination of releases. This study is concerned with reservoir operation at flood time and suggest a proper determination scheme of reservoir releases for a forecasted flood. Flood control has problems such as the uncertainty of hydrologic models, technical limitations and some constraints. Therefore, we may prepare the quantitative flood control methods based on the assured flood control storage for reservoir operation. We divide a forecasted flood hydrograph by two parts on the basis of nondamaging discharge, which are a part controlled by non-damaging discharge and another part controlled by using flood control storage of the reservoir. In case of using flood control storage, a new quantitative reservoir operation method(ROM), called TRF(Transformed Reservoir Flood) ROM, is suggested for the operating rules during a flood to consider reservoir security and efficiency. This paper presents an application of the methodology for the operation of a single multipurpose reservoir at the Taechong Dam during flood and the results are analyzed.
