摘要
The article describes the public service system that developed in the Russian state at the beginning of the reign of Peter the Great. The focus of the study is a set of prerequisites that led to the state transformations carried out by Peter I at the beginning of the 18th century, including in the system of relations between the supreme power and the service class. In this regard, the authors pay special attention to the crisis trends that engulfed Russian society in the last third of the 17th century. The article proves that the public service system was no exception in this case.
