Zoning law, health, and environmental justice: What's the connection?

The environmental justice and health implications of zoning laws and practices are examined using New York City's industrial zones as a case study. Several land use regulatory and participatory methods are evaluated as to their efficacy for achieving environmental justice. This study finds a disproportionate environmental burden borne by poorer people and communities of color, based on mapping the locations of industrial zones and the pattern of zoning changes over time, in relation to the characteristics of the proximate populations.
