摘要：

In response to the complex and capricious business of approval, the theory of workflow was applied to the approval system of officials going abroad. This paper presents the cooperation approval system which is developed independently by the author's team. It takes the approval workflow of officials going abroad -- officials lower than deputy director and going abroad to engage in commercial activities for an example, which analyze the complexity and variability in system workflow. And based on this conclusion, a more flexible and scientific design scheme of workflow engine has been proposed by it to built a data structure of workflow system and finally apply to the approval and management of officials going abroad.
