摘要
This paper took the power grid enterprise as the main perspective, analyzed the impact about external environmental factors of smart grid construction investment, sorted order of key external environmental factors by establishing recognition model based on experts scoring and TOPSIS, in order to provide theoretical and practical basis on making develop investment plans for grid companies, determining the smart grid development policies for government, and establishing appropriate mechanisms with external environmental factors.
