摘要
In order to achieve a cost-effective reduction of acidification, eutrophication and ozone formation in Europe, possible abatement strategies are discussed and optimised with respect to cost effectiveness using the RAINS and EMEP models, with a spatial resolution of 150 km x 150 km. For a detailed evaluation of the impact of the proposed abatement strategies on a smaller region, in casu the Flanders region, more detailed computations have been carried out, using regional scale air pollution models with spatial resolutions varying from 5 km to 60 km. The results were used for an integrated assessment of acidification, eutrophication and ozone formation in Flanders for the period 1999-2010. The assessment includes a comparison with intermediate and long-term policy goals, an evaluation of the cost effectiveness of the emission control measures and an evaluation of the effects. The results show an increase of the dominant role of ammonia with respect to acidification and eutrophication in 2010. The AOT60 reductions aimed at in the proposed EU abatement strategy could be confirmed, but results for the AOT40 were found to be much more uncertain.
