We establish a new bound for the exponential sum Sigma x is an element of X vertical bar Sigma y is an element of Y gamma(y)exp(2 pi ia lambda(xy)/p)vertical bar, where lambda is an element of the residue ring modulo a large prime number p, X and Y are arbitrary subsets of the residue ring modulo p - 1 and. ( n) are any complex numbers with vertical bar gamma(n)vertical bar <= 1.
