Sentencing and early release of fixed-term prisoners

The Criminal Justice Act 2003 has made major changes to sentencing and early release arrangements with the intention of reducing the proportion of sentences of imprisonment served in custody by fixed-term prisoners and increasing that which is spent on licence in the community. This article considers the possible practical effects of two of these: the introduction of "custody plus" and changes to the early release arrangements for long-term prisoners.
