Based on the DEA to Analysis the Allocation Efficiency of Western China's Higher Education Resource

This study is focus on the structure of higher education resource in western part in China. Optimizing the allocation of western higher education resource is the key to improve productivity and core competition of west economy. The paper uses data envelopment analysis (DEA) to evaluate the scale-efficiency of regular universities in 12 provinces located in west. The result indicates with the gradually expansion of educational scale, the discrepancy of scale efficiency is sharp. According to projection theory, the main reason for the scale inefficiency of some universities lies in their lack of national social science fund projects. Consequently, several policy suggestions are developed as below: to strengthen the ability of overall planning in higher education system; to improve classification -based guidance and establish standards; and to establish an early warning system forecasting talent demand.
