摘要：
The article seeks to analyze the insertion of the Brazilian Ministry of Health in the Policy of Technical Cooperation among Developing Countries undertaken in Haiti during the government of former President Luiz Inacio Lula da Silva (2003-2010), starting from the dialogue between the studies on the political role of bureaucracies in the interface between Political Science and the horizontalization of Brazilian foreign policy.
