The Success of Integrated Education: Implementation of Education Policies and Management in Special Services

摘要
Since the reformation in the field of government, the education sector has also experienced a very significant process of change. This is because the world of education is one indicator in the field of government that is considered vital. That is why the field of education is the only governmental affairs whose ceiling of the budget is determined definitively in the state constitution (the 1945 Constitution), while other fields are not. This study aims to find out what factors influence the success of managing Integrated Education and the Implementation of its Policies in Special Education Services in Karimun Regency, Riau Islands Province. It Quantitative data was obtained through a survey of four integrated schools on four different islands. The triangulation method was used to proceed to test the validity of qualitative data obtained through observation, interviews and focus group discussions with the integrated school principal. The obtained data was analyzed by using Miles and Hubberman technique. The results of the study indicate that there are several factors that influence the success of Integrated education which include; ability and readiness of human resources, lack of optimal implementation of one-face education, disparity in the quality of schools and educators, low understanding of the community, facilities and infrastructure and public awareness.
