Exploration for the foundation of China's power market model

摘要
In the 1990's, many countries break the monopoly of power sector. The whole industry is separated into four sectors of generation, transmission, distribution and retail. And the power market is coming into being. Considering the actual situation in China's power sector today, it's favorable to take three steps to establish China's power market. First adopt the singer buyer model and introduce competition in generation market Second, set up the retail competition model to ensure out-and-out generating competition through retail competition. Third, on the basis of generating and selling competition, realize the separation of every sector such as generation, transmission, distribution and retail to develop a perfect power market system. This paper analyses conditions that should be prepared for every step of reform, imposes barriers exists, raises solution methods, defines relations between sectors in each model and envisages a reform timetable. It's expected that the whole reform of founding China's power market be completed before the year of 2005.
