Risk assessment in IT projects with experts' elicitation process

摘要
In the article we show the application of Cooke classical model in risk assessment of IT projects. We concentrate our attention on the way of determining the aggregated probability of a group of experts. The choice of the experts is also the subject of the article. We ask experts some questions called seed questions and general. We consider the proper choice of both general and seed questions. In some special cases the answer for the general question is too difficult for the experts. We look for the method of splitting the general question(s) for the equivalent and easier questions. Based on the experts' opinion decisions about introducing the project can be made. It also allows evaluating a cost of the project and hypothetical cost of delay in putting project into practice. To categorize the issues of the project and to order the importance of factors in risk analysis we use the Bradley-Terry model. The work on the software which utilizes this theory is being in progress.
