Quasi-uniformities on real vector spaces

We define the class of pseudo-topological vector spaces which are an adequate extension of the real topological vector spaces, since they have some analogous properties and are provided of a translation invariant quasi-uniformity. We give a type of Hahn-Banach theorem in the frame of pseudo-topological vector spaces, The classical result for locally convex spaces follows as a particular case.
