摘要
Russia's response to building global information society was reflected in State Federal Program "Electronic Russia" which can be considered as a main tool for Russian Federal Government in solving complex problems of country's informatization. To manage effectively e-government processes means to give the response to the challenges formed by present political, social and economic situation in the area of Russian public sector Information and Communication Technologies (ICT) development. Russia needs to implement a strategy, which would be able to give the recommendations on the public administration structure managing the national e-government to provide the regions with necessary power and budget to improve the socio-economic situation by means of ICT, to build the national e-government architecture with the aim to integrate all the levels of authorities. The research "Regional e-government development in Russia" performed by author for School of Public Administration Moscow State University identifies the solutions for existing barriers in e-government in Russia especially in coordinating activities on different layers of government
