摘要：

As the third party force except for countries and markets, civil society organizations have an important significance in the community building and community governance. To a certain extent, the development of civil society organizations is the inevitable path to build harmonious relations between state and society. Developing civil society organizations became an important measure of social management innovation. It has played a crucial role in improving the degree of integration of the residents participating, integrating the community resources, regulating public behavior, inspiring social vitality, grooming and resolving social conflicts.
