Research of the Development of the Policy-Oriented Agricultural Insurance in China: Based on the Empirical of H7N9 Avian Influenza

摘要
This paper aims to develop the policy-oriented agricultural insurance systerm of China. In recent years, in order to stabilize agricultural production and income, the state council attached great importance to agricultural insurance, has published a series of laws, such as agricultural law and insurance act. It took more attraction to the subject, when the Chinese agricultural industry and farmers' income confronted with serious injury caused by the issue of avian influenza of H7N9. Based on the current policy in the experimental operation of agricultural insurance. This study explores the real problems of the insurance systerm to analyze the cause, puts forward the counter - measures and suggests to further speed up the agricultural insurance work, then promote agricultural development in China. This study obtains the results as follows. First, it is necessary to reform the agricultural insurance systerm of China. Second, The commercial insurance are not yet sound enough economically to operate without government subsidies, which should be the one forms of the strategies in state policy-oriented agricultural insurance systerm. Third, commercial insurance and organization of agricultural mutual-aid teams should be involved in the reformation, agricultural reinsurance system and a mechanism for diffusing the risk of huge catastrophes will lead to fast development of mature policy-supported agricultural insurance systerm. After all, the policy-oriented agricultural insurance systerm of China will be improved and enhanced.
