Building in Europe are responsible for about 40 % of the collective energy consumption and about 36 % of the collective CO2 emissions. The reduction of energy consumption in building sector is one of the most important factors for reducing building impact on environment. Buildings in Latvia and Europe are characterized by significant potential for energy efficiency that can be gained by implementing building renovation. The European Union set targets for a share of renewable energy at 27 % by 2030. At the same time, all new buildings should be as almost zero energy buildings from 2020. As well building renovation rate should be increased. However at the moment there is insufficient investments in the market which is linked with lack of trust of investors and financiers in the financial viability of energy efficiency measures. Clients and investors are not sure about energy and energy cost savings after energy efficacy measures. In this case quality management/quality certification system could help as similar systems has been applied in other industries with the effect of boosting markets. During this paper we looked at the energy efficacy service providers and we were investigating main barriers in project implementation. Possibilities to introduce quality certification offers a framework to enforce standardization and helps to provide information needed for investment decision. (C) 2018 The Authors.
