Permanent Preservation Areas: Thinking about public policy for Amazon Brazil

摘要
Permanent Protection Areas (PPAs) exist from the establishment of political and legal rules that classify them as such and either limit or prevent the use and occupation for human activities. in urban areas, however, due to (mostly) "disorganized" occupations the PPAs end up being occupied. In the Amazon, waterways represent most of these areas affected by floods and the government should draw up public policies to solve or mitigate these problems to the people affected by this natural phenomenon, which turns harmful. In this respect, taking sub-watershed in areas of the Amazon metropolis like Belem as a case study aims to understand how public policies are designed and implemented, with the theoretical support systemic method and as technical preparation of maps through geoprocessing, bibliographic and documentary research, the 2010 Institute Brasileiro de Geografia e Estatistica (IBGE) data and field work for systematic observation, since non-effective measures to solve the occupation problem of PPAs and the exposure of the Amazon population to flood risk areas have been being verified so far.
