摘要：
As the advance of informatization in education and the continuous development of colleges and universities education, the existed professional teaching resources library already cannot satisfy the needs of teachers and students. In this paper, we will start from the standard of SCORM 2004, according to the learning characteristics of colleges and universities students, then implement an opening and intelligent network teaching resource library through the establishment of professional course learning content framework and learning state model.
