TO A QUESTION OF THE BUDGETARY SECURITY OF SUBJECTS OF THE RUSSIAN FEDERATION

All budgets of the budgetary system of the Russian Federation serve as the instruments of realization of financial policy of the state. Implementation of the public functions and maintenance of sustainable social and economic development on the whole territory of Russia depends on effective distribution and redistribution of financial resources on the exact territory. For the Russian Federation search of ways of improvement of mechanisms of alignment of the budgetary security is actual, because the number of donor regions aren't enough, and the majority of regional budgets receive grants. It leads to decrease in interest of the management of regions to search for ways of increasing of their tax income.
