RESEARCH ON WATER USE EFFICIENCY & ENVIRONMENT BASED ON SBM AND MALMQUIST-LUENBERGER INDEX MODEL: TAKING JIANGXI PROVINCE AS AN EXAMPLE

摘要
Improving water efficiency could solve China's water shortage issues, and also help to achieve high quality development of the water resources environment. This paper studies the water use efficiency of Jiangxi Province with sufficient water resources. First, the Romer model is used to measure the growth drag of the water resources environment in Jiangxi Province and 11 municipalities under its jurisdiction. The model first measures water efficiency. and then decompose the technical efficiency and technological progress or innovation index of water efficiency by using the Malmquist-Luenberger index. It was found that overall, the "growth drag" of water resources to the economy of Jiangxi Province is not obvious. However, the impact of the "growth drag" on the regional differences are very obvious, among which Lanzhou and Shangrao are the highest. The water efficiency of Jiangxi Province is generally average. The water efficiency of all cities except Jiujiang is 0.8 or above, The improvement of insufficient utilization in water efficiency is mainly due to technological progress or innovation. The technological progress or innovation could produce more output with less investment. The study has a certain significance for guiding the healthy and sustainable development of water resources in this area and other similar areas.
