摘要
The traditional SAW is a limited solution that ignores the subjective wishes of the decision-makers in the standardized process when solving the problem of limited options in multi-objective decision-making. Therefore this paper aims to propose an improved SAW. First of all, on one hand, the method adopts utility value to replace the value of original data of each program in the standardized process; on the other hand, it introduces fuzzy math analysis tool to considerate attribute utility of each program which uses membership functions to replace utility curve and then constitutes a new decision-making matrix. Furthermore, adopting AHP determines the weight of each attribute. Finally, find the evaluation guideline of each program through integrated weighting method. The consequence is arranged by the order of merits; therefore, ahead of the first program is the best policy decision-making program. By a specific case study of the decision-making analysis, this paper verifies the reasonability and effectiveness of Improved SAW method.
