摘要
Colombia has been characterized for having rulers who do not seek the benefit of the majority of the population but their own, as evidenced by their appointment of diplomats. In general, those who usually represent the country, arc not the best, or the best trained, but those closest to power. This situation translates into the execution of failed diplomatic work, lacking in long-term planning and limited to a particular presidential context. The had image or the lack of credibility in the capacity of the State and its officials to lead international processes are the result of a,self-imposed dwarfism in response to a series of historical failures and lack of leadership that do not contribute to the development of the international potential of the country. The construction of a joint strategy among many actors linked to international issues could contribute to management of foreign policy that is torn between influence and independence.
