Problems and countermeasures concerning intellectual property management in Chinese institutions of higher education

This paper analyzes problems existing in intellectual property management in Chinese institutions of higher education and provides countermeasures. At the present, problems existing in intellectual property management in Chinese institutions of higher education include these facts that the attitudes toward protection and intellectual property management are indifferent, the management structure is not perfect, the management system is not strict, the management funds are insufficient, the rate of the transfer of scientific achievements is low, the qualified personnel dealing with intellectual property are short of supply, and the drain oil intellectual property is severe. In the view of these problems, this paper provides the following countermeasures, including vigorously intensifying the consciousness of protection and intellectual property management, establishing and perfecting the structure dealing with intellectual property management, expanding fund input, establishing effective incentive mechanism, strengthening cultivation of qualified personnel and building a high-quality team dealing with intellectual property. Finally, the author draws this conclusion that only through these countermeasures call keep up with the latest international trend, and make efforts to push forward innovation and progress.
