On equity transfer from state-owned enterprises - Ways and solutions for sustainable development

The most fundamental purpose of the state-owned property rights transfer is to improve the enterprise's performance by the: business management upgrade. Simultaneously, there are some intermediate objectives, such as Workers-Settlement, transfer-price-maximizing and sustainable development after transfer which they may collide with each other. But the three transfer manners, namely auction, bid-and-tender and negotiating transfer that the Interim Measures of Stated-owned Property Rights Transfer and Administration proclaims in writing have some advantage and disadvantage when they were used for the objectives. This paper studies how to innovate the transfer manner in order to carry out each objective better subject to the present regulations.
