It is a generally a known and recognized that demographic sources of qualitative growth of human resources are rather limited. Romanian Government pays particular attention to the higher enhancement of human capital, in terms of both educational and professional training of the employees. The increase in the number of higher education employed people in occupational groups that usually do not require higher qualifications, and the reduction in the number of individuals specific to these qualifications, demonstrates clearly the appearance of under-utilisation trends of human capital and over-education trend. In this context, we consider that the achievement of a labour market that will work effectively is a priority of the economic reform programs. This is a complex and inherently lengthy process, which involves the maturation of all its economic, legislative and institutional components. Inertia and resistance of the old economic system, on one hand, and the lack of coherence and horizon of the reform measures, added anti-economic and irrational behaviour, on the other hand, have resulted in destabilization and unbalancing effects on the labour market. Employment evolution has been influenced by the flow of foreign investment that has generated new jobs. Small and medium-sized enterprises are expected to have also a positive contribution to employment growth, especially located under the aspect of non-wage labour. On the other hand, continuation of the process of restructuring and privatization put pressure on employment, generating new layoffs. For these reasons, the Government of Romania has paid special attention on retraining and reconversion of employment. (C) 2015 The Authors. Published by Elsevier Ltd.
