Building of service government in China: Serving and steering

New public service that emphasizes serving rather than steering, a new theory beyond new public management, provides theoretical instruction and a new perspective for building of Chinese service government. But new public service mainly based on the situation of America, conditions building of Chinese service government is fairly different. Owing the scarcity of system, Chinese service government should be serving and steering rather than serving not steering.
