Carbon Reduction Theories and Methods for Zoning of County-Level Industrial Parks

摘要
An exploration is made, by qualitative methods, into the carbon reduction theories and methods for county-level industrial parks subject to carbon reduction in such aspects as industry selection, spatial layout, road system, control standards, utility planning, etc. The article holds that, (1) during the development of industrial parks, local resources should be used first, low-carbon industries should be primary consideration, energy-consumption of shipping distances and types on shipping raw materials from outside should be lower, it is possible to form an industrial chain and to create a cooperative relationship with the nearby industrial parks, the low-carbon technology for high carbon industries should be feasible; (2) rational distribution of industrial land, residential land, public-facility land, open space, and green land, should be able to reduce carbon emission; (3) a road system consisting of local streets, collector streets, trunk Streets, expressways, freeways, should be applied to reduce energy consumption on transportation; (4) the floor area ratio and other control standards should be rational for the types of the land uses, transformer substations at all levels should be laid out rationally; residual heat resources should be harnessed, all these measures may contribute to carbon reduction. The Article also offers an introduction to the application of the above-mentioned findings in Baoshan Industrial Park's Zoning. The research results in this Article may be a guidance to prepare a carbon reduction zoning for county-level industrial parks, which is significant to the development of county-level economy and energy saving in both theories and practice.
