Financing the privatization of government utility systems

The privatization of government utility assets is receiving an increasing amount of attention as capital and operating budgets are cut and government utility staff is reduced in number. The goal of privatization is to save money and to allow the government agency to focus on its mission. While money is, and will be saved, how the projects are financed and the contracts are written, will have a large effect on the cost and savings of privatization projects.
