摘要
Traditional DEA is an evaluation method based on the self-assessment system; the decision-makers cannot choose a frame of reference freely. In order to solve the DEA method can be based on both self-assessment system and any frame of reference for evaluation, the generalized output-oriented DEA model based on BC2 is given in this paper. Then through this model to evaluate the efficiency of Chinese energy consumption and GDP from 1990 to 2007, and compared the efficiency with several developed countries in 2006.
