摘要：
The New Jersey Department of Environmental Protection has developed a Technical Manual - "The Management and Regulation of Dredging Activities and Dredged Material in New Jersey's Tidal Waters" - to establish clear and comprehensive policies and procedures for reviewing proposed dredging actvities, and the management of the dredged material. The Technical Manual includes guidance and criteria for required sampling, testing, and permitting of proposed projects. Regulatory decisionmaking is based largely on project and site specific, case-by-case determinations, which provides for a comprehensive and flexible review process.
