摘要
During the development of human society, changing the meaning of human resources and knowledge has participated in value creation in varying degrees. Development of technique and technology has made the world to be a global village and now it is not the problem of capital and technology, but has been expressed that a man with his qualifications and creative potentials play a key role in economic development. This new paradigm has man at the center of attention and knowledge as indicators alongside basic important factors is the creativity and imagination. Kosovo's economic development is associated with human resources which are available to the Kosovo and economic-development objectives in Kosovo. All developed societies in the end of 2010 have been transformed from industrial economy to knowledge economy. Developed countries are closer to the knowledge society, but it doesn't mean that it is inaccessible even to the undeveloped countries, as well as for Kosovo. For proper development of the economy the ability of employees (intellectual capital) is very important to create new values and this can be done only through quality education of new staff and of course by adhering creates conditions so that those staffed not to flee abroad.
