ESCO development in the former Soviet Union

摘要
Many studies have conducted on the tremendously inefficient energy systems of the former Soviet Union and the technical potential for energy improvements. This paper will focus on the policy, institutional, and management barriers to implementing energy system improvements, and suggest approaches to overcoming these barriers. The authors have successfully implemented energy efficiency improvements in residential, institutional and municipal facilities in several countries, including Armenia, Russia and Latvia. Over a dozen energy service companies (ESCOs) have been provided assistance. The paper will bring together the macro and micro perspectives in furthering the opportunities for ESCO development, and discuss the insights gained from this work.
