摘要：
In recent years, the financial problems of local governments in China have become the key risk of Chinese public finance. In terms of the root of the matter, these problems stem from four sources: (1) the imbalance of income and expenditure; (2) financial authority is separated from governing authority;(3) the rule of transfer payments are not appropriate; (4) the lack of effective supervision and control mechanism on local government expenditure. Therefore, solutions should be made based on these causes.
