Challenges of Implementing E-Ticketing for Rural Transportation Construction Projects

E-Construction is a paperless system for tracking and managing contract documents and project documentation related to construction. E-Ticketing, a component of e-Construction, uses a combination of software and hardware to track and document material delivery and quantities on construction projects. E-Ticketing has been piloted in various state Departments of Transportation but has not been explored in the State of New Mexico, where there are large but sparsely populated areas with little internet access. As recognized by the New Mexico Department of Transportation (NMDOT), the implementation of an e-ticketing system in New Mexico will enhance worker safety, improve productivity, and increase project efficiency. Subsequently, a pilot study has been initiated by a research group from the University of New Mexico to test, identify, and implement an e-Ticketing system to replace the current paper-based ticket system used by NMDOT. This pilot study will also measure the performance impact and efficiency of implementation with respect to the currently used paper-based ticket system, which will lead to a better understanding of technology-based solutions to roadway construction. As part of the pilot study, this sub-study was focused on interviewing current NMDOT engineers and other stakeholders to document current practices for asphalt materials tracking and discuss the challenges and opportunities that will arise from implementing an e-Ticketing system in rural areas with poor internet access.
