An EPA review of the Louisiana Department of Environmental Quality (DEQ) found that the department issues 'multiple permits to facilities without providing the public with complete information'. The report was requested by environmental groups who say their attempts to participate in public hearing were complicated by a disorganized and sometimes uncooperative DEQ. EPA stated that DEQ's permit records were 'often unorganized, incomplete, missing, or inaccessible'. In March, 2002, the DEQ was cited for not having penalized 24% of the air pollution violations found at state facilities.
