This case study(1.2) of a Chinese county ' s HlV/AIDS education and prevention efforts emphasizes the critical role played by local health leaders ' policy entrepreneurship and by their construction of a more complex value proposition (or rationale for action) to motivate the multi-sectoral collaboration of local agencies that did not initially see HlV/AIDS as a major responsibility or interest.
