摘要
Temporary incentives are offered in anticipationofpersistenteffectsthatareseldomestimated.WeuseanationwiderandomizedexperimentinthePhilippinestoestimateeffectsoftwoin-centivesforhealthinsurancethreeyearsaftertheirwithdrawal.Wefindthatbothtemporaryincentiveshadpersistenteffectsonenrollment.Apremiumsubsidyhadasmallbuthighlyper-sistenteffect.Applicationassistanceofferedtothoseinitiallyunresponsivetothesubsidyhadamuchlargerbutlesspersistenteffect.Thesubsidypersuadedthosewithhigherinitialstatedwillingnesstopaytoenrollandkeepenrolling.Theofferofapplicationassistancetoinitialnon-complierswiththesubsidyachievedalargerimmediateeffectbydrawinginthosewhostatedtheyvaluedinsurancelessandwerelesslikelytore-enroll when the incentives were withdrawn
