摘要：
The precipitous decline of West Bengal manufacturing from its prime position at the time of Independence has usually been explained by capital flight in reaction to labour resistance. This paper calls into question such views and looks through 'capital' to examine some aspects of economic as well as institutional factors and offers a tentative explanation.
