For the urgent needs of highly specialized talents, U.S.A. Federal Government has made great efforts in perfecting the managerial system for U.S.A. Federal Senior Level and Scientific or Professional (SL/ST) Employees (namely Senior Professionals), but the turnover rate has not been reduced. A great deal of researches have been developed to explore the causes to keep professional's retention, this paper tapes into Public Service Motivation (PSM) and Perceived Organizational Support (POS) which are estimated as individual cognitive factors to affect the turnover intention. Basing on the literature review, two hypotheses are proposed and Logistic Regression is applied to test the hypotheses and to get the empirical estimates for the turnover intention.
