摘要：
The new rural old-age insurance (NRI) pilots have been established since the end of 2009 to provide protection for elder farmers in China. This article tries to explore the impact of NRI on consumption of farmers and to assess the policy effect. Empirical analysis indicates that NRI has both positive and negative impact on consumption. NRI has enhanced the security sense of farmers psychologically but the security effect is not obvious. The government should strengthen the security role of NRI to make it out of crowding out consumption and play greater role in safeguarding.
