摘要：

Due to the multi-element of government which is formulating policies, the process of public policy making is one in which negotiations are needed for the public interests, government interests, and individual interests. Government fails to realize its goal as much as possible because of its own interests, thus it will certainly influence the efficiency of policies, scientification and justice. Government interest is always embodied in different stages of policy process, showing different formations, which have affected the formulation of public policies differently.
