摘要：
China began its old-age security reform early 1990s in order to set up a multi-level pension system cover the entire population. So far there still exist some problems. In fact, the complete-covered pension system does not suitable for China's national conditions. As a market-economic country with the largest population in the world, a personal pension system with subsistence allowance is a better choice for China.
