摘要：
In this paper, based on planning practice, 3 cases at different levels are brought into probe the application of Value Engineering in urban planning practice; and strategies of constructing value chain in the practice are proposed and the future development of Value Engineering in planning are discussed and interpreted in time frame, space frame and discipline frame.
