摘要
According to the current situation of transboundary pollution in Chinese river basins, a Stackelberg model of an administrative agency and two region emitters was established. This model takes regulating mechanism into account-the administrator can ensure the emission market equilibrium with use of adjusting the emission trading price. We obtained the equilibium solution to the model and the prerequisite under which the emission trading system is effctive. Analyses shows that the emission and treatment behavior differences between region emitters leads to the effectiveness of emission trading system and profits of all games players.
