摘要：

Technological achievement transition has been a topic of conversation among government, enterprises, and universities. In the bubble economy burst, to break the economic downturn and promote the industrial restructuring, Japan established the coordinator system. And it effectively promoted the transformation of technological achievement from university to real productivity. By revealing the mechanism of coordinator system, rationalizing the key contents of industry-university-government (IUG) collaboration in Japan, this paper provides some experience and reference for China in this area.
