In article the understanding of rules operating in political mutual relations on the world scene is stated. These rules are offered to be understood as a combination of rules of a political network covering planetary society and rules of system of interstate relations. Network rules are display interaction bases on the world scene. The analysis of their nature puts questions of general scientific and world outlook scale. Ascertaining of growing influence of rules of the network, shown in ranobmisation of political spheres, doesn't mean approach of crash of a civilization, the end of culture or humanitarian accident. Dynamics of world political development testifies that the chaos bears in itself not only the world disorder, but also new forms of political life.
